MITT (Manitoba Institute of Trades and Technology) has officially announced its gradual closure following a significant decline in international student enrollment and recent policy changes.

Yesterday (January 18, 2026), the Manitoba Institute of Trades and Technology (MITT) issued an official announcement confirming that the institution will gradually wind down its operations, as a sharp decline in international student enrolment has left its financial model no longer sustainable.According to the institution, a series of rapid and continuous policy changes from the Canadian Federal Government has created a wave of uncertainty for both students and post-secondary institutions nationwide. Consequently, international enrollment has plummeted, triggering a financial shock for academies heavily reliant on this revenue stream, including MITT🔗 Official Statement from MITT: https://mitt.ca/news/important-update-about-mitt/Despite these developments, MITT affirms that all current students are guaranteed their academic rights; they will be able to complete their programs, and their credentials will remain fully recognized. To ensure educational continuity, several training programs will be transitioned to Red River College Polytechnic (RRC Polytech)
MITT’s Role within Manitoba’s Educational Landscape
For a long time, Manitoba has held a clear competitive edge, offering an affordable cost of living, high demand for skilled workers, and a steady, reliable pathway to permanent residency.Within that ecosystem, the Manitoba Institute of Trades and Technology (MITT) serves as a vital link by acting as a public institution focused on technical training and career transition for adults, particularly international students pursuing local employment and immigration pathways.

MITT - manitoba Institu of Trades & Technology

Consequently, for a long time, the combination of Manitoba, MITT, and vocational programs was widely regarded as a practical, relatively low-risk, and highly viable option for many international students. The core strength of MITT lies in its flexible program design and its direct alignment with the needs of the local labor market. These factors enable students, particularly international ones, to optimize their opportunities for provincial nomination pathways.
Why is MITT no longer able to sustain its operations?
To understand why an institution like MITT had to cease operations, one must look at three core factors where policy changes represent only the tip of the iceberg.
The Study Permit Cap: A Sudden Cut in Student Enrollment
The Canadian Federal Government's implementation of a study permit cap has had far-reaching impacts across the entire post-secondary education system, especially for institutes and colleges with a high degree of reliance on international students. In this context, MITT saw international enrolment decline by over 55% within a short period. Because vocational training programs require a minimum class size to ensure operational efficiency, this sharp drop left many programs no longer financially or operationally viable.Meanwhile, fixed costs such as facilities, equipment, and workshops remained mandatory. When revenue was abruptly cut while expenses could not be scaled down accordingly, MITT’s operational model began to lose its balance.
Financial Structure Heavily Reliant on International Students
Financial reports reveal that over 55% of MITT’s revenue was derived from international student tuition, while provincial government subsidies accounted for only about 30%.This structure rendered the institution’s financial model exceptionally sensitive to policy shifts. When international enrolment was disrupted, MITT had virtually no alternative revenue streams large enough to sustain its operations in the short term.Unlike large-scale universities, MITT does not possess long-term endowment funds, steady research revenue, or diverse sponsorship channels. This means the institution lacks a substantial 'financial cushion' to absorb a prolonged shock.
Absence of a Provincial Financial "Safety Net"
Despite being a public institution, MITT was not among the post-secondary institutions prioritized for direct financial support when the crisis emerged.Under the pressure of tightening public budgets, the provincial government opted for program mergers and transfers rather than continuing to inject capital to sustain a model perceived as high-risk.This decision reflects a broader trend of restructuring within the education system, where resources are concentrated into larger, multi-disciplinary hubs with more stable financial foundations, most notably Red River College Polytechnic (RRC Polytech).
Inside MITT: What is really happening with its finances?
Financial reports reveal that the pressure on MITT stemmed not only from declining revenue but more deeply from short-term cash flow issues, the revenue structure, and the inherent operating costs of a vocational training institution.
Rapid Deterioration of Short-Term Cash Flow
Within just a year, MITT’s cash and bank deposits plummeted from approximately 34.5 million CAD to less than 15 million CAD.At the same time, operating cash flow recorded a negative balance of over 9.4 million CAD, indicating that the institution was spending more than it earned from its core operations.Notably, student deposits, which play a crucial role in maintaining short-term liquidity, also plummeted from 13.2 million CAD to just 3.9 million CADIn other words, MITT gradually lost its ability to circulate funds to cover daily operating expenses.
Revenue Structure Heavily Reliant on International Students
International student tuition accounted for over 55% of MITT’s total budget, while provincial government subsidies represented only about 30%. This structure rendered the institution’s financial model exceptionally sensitive to federal policy fluctuations. When international enrolment was disrupted by Study Permit caps, MITT had virtually no alternative revenue streams large enough to compensate in the short term. Unlike major universities, the institution does not possess long-term endowment funds, steady commercial research revenue, or diverse sponsorship channels to serve as a financial 'cushion' when its primary income declines.
High Fixed Operating Costs
Amidst declining revenue, many of MITT’s expenses could not be adjusted quickly. Total salaries and benefits amounted to approximately 28 million CAD, accounting for nearly 54% of total operating costs. This reflects the nature of the vocational training model, where specialized facilities, machinery, workshops, and highly skilled faculty are factors that are difficult to scale back in the short term.Surprisingly, certain administrative expenses even recorded an upward trend, highlighting the 'rigidity' of the cost structure as enrollment scales down.
When the Financial Equation Has No Short-Term Solution
MITT’s net assets shifted from a positive 2.4 million CAD to a deficit of approximately 340,000 CAD, accompanied by a shortfall of over 2.7 million CAD in the 2025 fiscal year.At this stage, the risks to the institution's ability to continue as a going concern have become undeniable. Therefore, ceasing operations and transferring programs to RRC Polytech is seen as a strategic move to protect student interests, rather than allowing the financial model to continue its downward spiral.
MITT’s Shutdown: A symptom of a shifting Canadian higher education landscape
Taking a broader perspective, the story of MITT is not just an isolated case for one specific institution. It reflects an ongoing restructuring phase within the entire Canadian post-secondary education system, as federal policies are recalibrated toward a tighter regulatory environment. When Study Permit quotas were implemented, the impact was not evenly distributed.Small and medium-sized institutions that are heavily reliant on international students and have limited financial leeway are typically the most vulnerable group. It is crucial to emphasize that: This event does not indicate a decline in the demand for skilled labor, nor does it reflect the quality of education at MITT. Instead, it shows that the system is entering a selective phase, where flexibility and financial foundations have become vital factors for survival
How Should International Students View the MITT Story?
The MITT story highlights a clear reality: in an environment of rapid policy shifts, educational institutions with an over-reliance on international tuition face heightened financial risks, especially when they lack a sufficiently strong buffer to sustain operations during transition periods.MITT did not close due to poor educational quality, nor a decline in academic or labor demand. The issue lies within its operational structure. As international enrollment contracted, the institution lost the ability to maintain short-term cash flow, while its fixed costs could not be reduced proportionally.MITT - manitoba Institu of Trades & TechnologyFor international students, this situation demands a more pragmatic approach to school selection: beyond programs, costs, and career outcomes, it is essential to evaluate an institution's stability within the local educational ecosystem. What are its primary revenue sources? Can it adapt to rapid policy shifts? And who ultimately holds accountability if the model encounters financial risk?MITT should therefore be viewed as a concrete reference case, helping prospective learners better understand the environment they are entering, not to provoke fear or avoidance, but to support more informed decision-making at a time when system stability has become an essential consideration. Read more:

Canada Plans to Cut Study Permits by More Than 50% by 2026

Canada 2026 Immigration Changes for International Students & Workers
