Canada shortens study permit validity for ESL and preparatory programs starting Feb 19, 2026, leaving students only 90 days after program completion to apply for an extension.

In recent years, Canada has gradually tightened policies affecting international students, particularly those related to transitional programs such as ESL or pathway programs taken before starting the main program.Starting February 19, 2026, Immigration, Refugees and Citizenship Canada (IRCC) officially adjusted the validity period of study permits issued for preparatory programs. This change significantly shortens the buffer time previously available to international students, meaning they will need to plan their transition to the main academic program earlier and more carefully.
New Rules for Study Permit Validity for Preparatory Programs
Previously, students taking preparatory programs were often issued study permits with a fairly generous validity period. Beyond the length of the program, the permit typically included an additional year, giving students sufficient time to prepare their transition to the main academic program. However, this policy has changed starting February 19, 2026.According to the latest update from Immigration, Refugees and Citizenship Canada (IRCC), study permits issued for preparatory programs will now only be valid for the length of the program plus 90 days, instead of the additional one year that was commonly granted in the past.In other words, the buffer period has been reduced from one year to just 90 days. This 90-day period is considered a transition window, allowing students to complete necessary procedures such as applying for a study permit extension or transitioning into their main academic program. As a result, students will need to plan their applications earlier and be more proactive to avoid potential disruptions to their study plans in Canada.
Example: Study Permit Validity Timeline
To better understand how this works, let’s look at a hypothetical example.Suppose you are admitted to a four-year Bachelor’s program at a Designated Learning Institution (DLI), on the condition that you complete a four-month ESL program before starting your main academic program.ESL program duration: March 10, 2026 – July 10, 2026Before travelling to Canada, you apply for a study permit. When you enter the country, the study permit issued to you would be valid until October 8, 2026, which is calculated as:End date of the ESL program + 90 daysAfter completing the ESL program in July, you would need to apply for a study permit extension from inside Canada in order to continue your Bachelor’s program. While waiting for a decision on your extension application, you may benefit from Maintained Status. This status allows you to continue studying legally under the same conditions of your current permit until a final decision is made by immigration authorities.
Do You Need a Study Permit for ESL Programs Under 6 Months?
Many students assume that English programs lasting less than six months can be taken on a visitor visa, meaning a study permit is not required. From a regulatory perspective, this may be true in certain cases. However, Immigration, Refugees and Citizenship Canada (IRCC) generally recommends that international students apply for a study permit from the beginning if the ESL or preparatory program is a mandatory requirement before entering their main long-term academic program. The reason lies in the rules governing applications submitted from inside Canada. If you do not hold a study permit for the initial English program, you may not be eligible to apply for a new study permit from within Canada, unless you fall under certain specific exceptions. As a result, you may be required to leave Canada and submit a new study permit application from outside the country, which could significantly disrupt your study plans and overall education pathway.
Who Can Still Apply for a Study Permit from Inside Canada?
Under current regulations, certain individuals may still be eligible to apply for a study permit while already in Canada. Common situations include:

Individuals who currently hold a valid study permit or work permit

The spouse or common-law partner of someone who is legally studying or working in Canada

Exchange students or visiting students at Canadian educational institutions

Individuals, or their accompanying family members, who hold a Temporary Resident Permit (TRP) valid for six months or longer

Individuals who have been sponsored and are currently in the process of applying for permanent residence (PR)

Refugee claimants in Canada, or their family members

 Read more:

5 Common Mistakes When Applying for a Canada Study Visa

Can International Students Work Full-Time While Studying in Canada?
